a medidas sanitárias preventivas;
The COVID-19 CPI: One of the Senate’s Darkest Chapters
RAY CUNHA
BRASÍLIA, AUGUST 3, 2026 — History has something in common with cinema: both are built on narratives. Sometimes those narratives are highly creative; sometimes they are pure fantasy, propaganda—or even a diabolical political project. Brazil’s COVID-19 Parliamentary Inquiry Commission, known as the COVID CPI, was one such project.
Yet history can never escape its defining characteristic: truth. The truth may be buried for generations, even for the entire span of human existence, but it remains the truth.
The COVID-19 pandemic officially spanned the period from March 11, 2020, to May 5, 2023. It infected some 20 million people and claimed 7 million lives worldwide, including 716,000 in Brazil. The COVID CPI was established on April 27, 2021, and remained in operation until October 26 of that year. It was conducted in the Federal Senate under the chairmanship of Senator Omar Aziz (PSD-AM), with Senator Randolfe Rodrigues—then a member of REDE-AP, later to join the Workers’ Party (PT)—as vice-chairman, and Senator Renan Calheiros (MDB-AL) as rapporteur.
All three were political allies of President Luiz Inácio Lula da Silva, a close friend of China’s totalitarian regime, the country where the COVID virus emerged and from which it spread along what might be called the new Silk Road.
Behind the scenes, the COVID CPI was created with a political objective: to bring down President Jair Messias Bolsonaro, whom its members sought to hold responsible for Brazil’s 716,000 pandemic deaths.
The commission also reinforced what critics regarded as a climate of fear, with lockdowns confining people to their homes and, in some cases, placing infected and healthy individuals under the same restrictions. Poor families, in particular, were left vulnerable to hunger and dehydration. People were arrested for violating restrictions in public squares and on beaches.
At the same time, the pandemic generated a multibillion-dollar bonanza for pharmaceutical laboratories racing to produce vaccines. Ventilators became another source of controversy. In Brazil, millions were reportedly paid for equipment that was never delivered.
Yet the CPI failed to imprison Bolsonaro, who had become a major obstacle to the political establishment. His supporters argue that, during his presidency, he refused to allow corruption to flourish.
The Left, however, eventually found another way to place the former president under siege.
Alexandre de Moraes, a justice of Brazil’s Supreme Federal Court, accused Bolsonaro of involvement in an attempted coup. A largely sympathetic mainstream press amplified the accusation. The Federal Police then moved against him, and Bolsonaro became, according to his supporters, one of more than a thousand political prisoners in Brazil, facing what they describe as a 27-year sentence.
Bolsonaro had also previously survived an assassination attempt in which he was stabbed in the abdomen with a knife. His supporters now argue that the former president remains imprisoned and is suffering without adequate medical care.
The COVID CPI’s 1,180-page final report accused Bolsonaro of dereliction of duty, quackery, an epidemic resulting in death, violations of preventive health measures, unlawful use of public funds, incitement to crime, forgery of private documents, violations of social rights, and conduct incompatible with the dignity, honor, and decorum of public office. It also accused him of crimes against humanity, including extermination, persecution, and other inhumane acts.
Members of his government were also indicted.
Throughout the CPI hearings, Bolsonaro was repeatedly denounced by Senator Randolfe Rodrigues, who called him a genocidal leader and argued that he belonged behind bars.
But the pandemic itself raised questions that went far beyond Brazil.
Countries that imposed fewer restrictions on their citizens often experienced different outcomes from those that adopted strict lockdown policies. Sweden became a prominent example in the international debate. According to figures cited at the time, Sweden recorded 56 deaths per 100,000 inhabitants in 2020 and 2021, compared with 160 per 100,000 in Brazil.
In the United States, the debate over the origins and management of the pandemic has also continued. On July 29, a Senate committee questioned Dr. Anthony Fauci about the origins of the COVID-19 virus.
Fauci, who led the National Institute of Allergy and Infectious Diseases (NIAID), opposed the use of chloroquine and ivermectin as treatments for COVID-19. Bolsonaro, by contrast, supported their use—one of the reasons, according to his critics, that he became a central target of the COVID CPI.
The most serious suspicions surrounding Fauci, however, concern his alleged links to research conducted at the Wuhan Institute of Virology in China, the city where the pandemic was first identified.
The search for answers may eventually lead investigators to Fauci’s personal records and diaries, which reportedly document the behind-the-scenes handling of the pandemic between 2019 and 2022. Those records have drawn the attention of congressional investigators examining the origins of COVID-19 and the possibility that research conducted in China may have contributed to the outbreak.
Critics of the global pandemic response have gone even further, arguing that COVID-19 was exploited by political forces seeking greater state control over individual lives, with China serving as the model.
Shortly before leaving the White House, President Joe Biden granted Fauci a presidential pardon covering potential federal offenses related to his conduct during the COVID-19 pandemic. During a Senate hearing on July 29, Fauci invoked the Fifth Amendment and declined to answer questions.
The controversy surrounding the pardon has also fueled broader political accusations against Biden. His critics allege that he played an active role in facilitating Lula da Silva’s return to power in Brazil.
Lula had previously been imprisoned after convictions that were later annulled by Brazil’s Supreme Court. He returned to the political arena and won the 2022 presidential election, while Bolsonaro, who sought reelection, was increasingly isolated by Brazil’s political and judicial institutions.
Under Lula, critics argue, Brazil has moved closer to China and strengthened its ties with the São Paulo Forum, a political organization founded by Latin American left-wing parties and movements.
After the United States captured Nicolás Maduro, Venezuela’s embattled leader, the geopolitical landscape of the Americas changed dramatically.
Joe Biden, who had defended Lula against his critics, ultimately found himself in the crosshairs of Donald Trump—the self-styled sheriff of the world and champion of the Pax Americana.
The COVID CPI, therefore, may eventually be remembered not
merely as a congressional investigation into a devastating pandemic, but as one
of the darkest chapters in the history of Brazil’s Senate: a political
battlefield where public health, power, ideology, and the struggle for truth
became inseparably intertwined.
